If you can fork out for an entry level dSLR, it is worth it until you get your technique down pat and can practice taking heaps of pics with it.
You're either a Canon person or a Nikon person and between the two I don't think there is anything worth paying for below the $800-1000 mark.
I did a fair bit of research before I made my purchase more than a year ago and the prices haven't dropped since then.
I'd suggest getting a camera magazine from the newsagency and doing heaps of research online to see what's best for you.
Ultimately, you need to make the decision of are you going to use the camera to justify the amount you spend. For me, that is yes.

Brother, the photos are compressed into jpeg format so naturally noise will be introduced. I take my photos in RAW format and then compress for the forum, otherwise they are roughly at the 10MB mark rather than 2-3MB.
Both Canon & Nikon have advanced noise reduction.
I haven't used fujifilm before so I can't comment on them. I do agree with you on the buying a camera that suits the level of effort an enthusiast wants to put in.
If you don't want to learn how to make all the adjustments etc, a point an shoot camera would be the best way to go as brother @sim recommended.
The Nikon equivalent (as in entry level) to the Canon EOS 1000D is the Nikon d3000.
Both are tried, tested and trusted brands and apart from a few differences do the same thing.

SIS! you're photos are great too mashallah! Yes I am self taught, I spend a lot of time researching how to do this and that and I try to practise as much as I can.
I've considered going to courses as well but I never wanted to go by myself.

I want to do one that is longer than a few weeks with assignments and stuff. And a teacher with experience. I don't want some Joe trying to dupe us into believing he/she is an expert.

Yeah the thing is, I hate reading manuals and how-to books. heheh I learn better by listening and doing practical stuff. If anyone knows any good courses out there, do let me know!

Forums are good too. There was a Canon forum I used to visit - photography-on-the.net I think. You can see people's photos - get ideas, ask for help fixing your photos etc. Really good.

The Tamron 17-55mm lens is a good entry level lens to go with a decent body like the 450D. That range is good for a first lens.

I used to receive these tips from an awesome photographer, called David Peterson.
He's an Aussie, and has some real simple, yet effective advice on photography and on how to make your photos shine.
I received all his bits of advice and compiled them into a pdf book for ease of reference.
With 80 points of advice, I am sure that you will be able to find something that can help you become a better photographer inshaaAllaah.
